This is a new home page. I teach technology and the Law at the University of Maryland at College Park. I am a Professor in the Department of Fire Protection Engineering and co director of the College Park Scholars program in Science Technology and Society.

I currently teach Courses in Building Safety and the Law, Technology and the Law and Issues in Science, Technology and Society.

My research interests are in Government Regulation and Product Liability, especially in fire protection engineering, medical devices, pharmaceuticals and computer systems.

I am currently working on risk based regulation, performance based codes, probabilistic risk assessment and the development of fire risk models. I am actively engaged in international comparative law , in joint projects with universities in the U.K. and Germany. We are working on Medical privacy, fire risk engineering and the relationship between oral contraceptives and breast cancer.

I am a member of the Maryland and D.C bars.
